Hiring of Knowledge Partner to Develop a State Skill Index

The Global Education Development Agenda reflected in the Goal 4 (SDG4) of the 2030 Agenda for Sustainable Development, adopted by India in 2015 - seeks to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030. UNICEF contributes to state and national efforts to enable all children and young people, realize their rights and to develop to their full potential.

UNICEF launched YuWaah in 2019 to provide a platform for exchange of ideas, dissemination of existing economic, social impact, skilling and learning opportunities. In the light of the extensive efforts underway for skill development a need has been felt to evolve a framework to measure the progress made in skill development and evaluate the performance of the  Centre & State governments in this regard.

A first  step in this regard is to develop a Skill Development Index that would provide a framework to support National and Sub-National stakeholders.  In this context, Athena has conceptualised a framework and built a state skill index that depicts demand and supply of skills within a state, and identify key levers for changing the skilling ecosystem in line with emerging economic opportunities like policies, infrastructure, budgetary support and employment status.
