Uganda's Ministry of Water and Environment has tapped Athena Infonomics to help professionalize the six "umbrella authorities" (UAs) that the national government established as part of its framework for water supply. These UAs provide technical support to private suppliers and communities throughout the country.
As part of this engagement, Athena will be working closely with these UAs to improve performance and strengthen the oversight and technical support provided by the Ministry of Water and Environment. Medium- and long-term plans will be developed, improving standard operating procedures and systems for network, commercial, administrative, and financial management.
Specifically, Athena will lead the finance and accounting module, which will support the UAs in introducing a financial management system that supports their business growth objectives. Key activities within this module will include: facilitating a shift from cash-based to accruals-based accounting and reporting; and supporting the UAs in implementing more rigorous finance and accounting policies and procedures.
