About The Project

Athena Infonomics, in collaboration with DataReady, conducted a strategic review of the Inclusive Data Charter (IDC) from June to October 2023. Launched during the UN High-Level Political Forum in 2018, IDC is hosted by the Global Partnership for Sustainable Development Data (GPSDD) and partners. It aims to promote inclusive data collection and use of disaggregated data so that governments and organizations can better understand and address the needs of marginalized individuals, ensuring that no one is left behind(LNOB). As IDC marked its 5-year milestone in 2023, GPSDD commissioned a review to assess progress, achievements, and identify actions to advance inclusive data amid changing contexts.

Who Was It For?

The primary audience for this review is the IDC's Secretariat, Co-Facilitators, and its 30 Champions - government ministries, departments, and agencies, multilateral organizations; and civil society organizations.  

Our Role

Athena's role was to comprehensively assess IDC's progress so that it can better foster action on inclusive data, aligning with our commitment to inclusive and equitable data solutions and governance models. The review aimed to evaluate IDC's relevance, effectiveness, coherence, and sustainability in five strategic areas:

  • The continued relevance of the IDC’s Vision and Principles;
  • The evolution of the notion of inclusive data;
  • The continued relevance and coherence of inclusive data in the broader LNOB policy space;
  • The effectiveness and continued relevance of the IDC’s modes of engagement with Champions; and
  • The coherence and sustainability of the IDC’s governance structure
